As a note about this skill; It's awful.
"Shield's Up" is the anti-arrow tactics skill of choice, giving an AoE buff to your allies of a marginally lower bonus in terms of arrow deflection, but for the same duration, without using a stance slot, and with the bonus of additional AL and not ending when you attack.
The problem with Deflect Arrows is that it doesn't have much going for it. It blocks 75% of arrow attacks, but so do all other block/evade stances. The only benefits to Deflect Arrows are that it recharges a bit faster than any other block stance, and you can cast during it.
Sadly, this means that building up adrenaline for Bonetti's Defence, a much nicer tactics stance, is a no-no.
If the 75% block rate is that important, my suggestion is to run Shield's Up with Aegis.
As for where it's found, as far as I know, it's only obtainable through purchasing in outposts.
